Is it the best? Well, that could be subject to opinion, but it can be said with certainty that it's one of the best if not the best. Buying a water ionizer is like buying a car. Not all people who are looking for the "best" car are going to end up picking the same one as the "best". The Biostone Plus filter is the best internal water ionizer filter ever made for city water. It was designed with city water in mind. It has expensive, special filter media in it [the kind of media you'd find in the H3 pre-filter system], and it filters things like chloramine, lead or fluoride better than the normal carbon filters.

The Biostone .01M filter provides for a very high-quality filtration. This level of filtration is used in kidney dialysis, and will filter out bacteria, viruses and fungus, as well as most chemical or elemental contaminants that are in your water.

Note Regarding Athena Filter #1 Sediment Filter: With the Athena, the sediment filter performs two functions. 1) it filters sediments from the incoming water and save the life of the 2nd filter, and 2) it saves the life of the solenoid valve inside the Athena. The filter life for the #1, sediment, filter is about 600 gallons. It has its own filter-counter which will read 9999 when it's time to change it. When it's time to change filters, you can choose to upgrade to a Biostone Plus or Biostone .01 filter in the Athena #1 slot instead of the sediment filter. [The upgraded Biostone filters do filter sediment, but they also filter much more, as described above. Also, for many people this is an easier routine than changing both filters at different times].
